UN markings are applied to the packaging. The marking indicates

that the packaging conforms to a successfully tested prototype that complies with the Dangerous Goods Regulations, as far as it refers to manufacture and not to use.
Consequently, the marking does not necessarily state that the packaging may be used for any substance.
The purpose of the marking is to simplify the work of packaging manufacturers, re-conditioners, packaging users, shippers and regulatory authorities.
UN numbers are assigned to dangerous substances and dangerous goods.

example in table A, chapter 3.2 of the ADR. A UN number is assigned to each entry in the various classes.
Dangerous Goods Regulations stipulate which type of packaging and UN marking is required for a substance with a particular UN number.

The UN number can be found under item 14 of the safety data sheet of a chemical substance.
